minority 1998. The right to learn Finnish as a secondary language in primary schools in Troms and Finnmark was established in 1997, and from 2005 this right also applies to Kven language. The number of people speaking Kven in Norway is estimated to be between 2000 and 8000, according to a 2005 governmental report. The European Charter for Regional or Minority Languages, ratified by Nor way in 1993, protect the Kven language. The Charter requires measures to pro tect, strengthen and develop minority languages. Research results from the project ELDIA22 show that the Kven language is very threatened and that there is a dan- Л -5 ger that it may be totally extinguished23. During the last decade, however, several measures have been taken to save and revitalize the Kven language. The Kven grammar (2014), edited by Eira Soderholm at the University of Troms 0 , and a se ries of textbooks for children learning Kven in primary school, Minun kieli - Minun aaret [My language, my treasure] by Agnes Eriksen, herself a teacher in primary school of the community of Porsanger, Finnmark, are examples of con tributions that should be mentioned in particular. Project 2015: National Kven Library Service. Along with a growing understanding of the importance of protecting and de veloping the Kven/Norwegian Finn minority culture and Kven language in gen eral, librarians in the counties of Troms and Finnmark were concerned by the lack of knowledge on Kven culture and literature in libraries. A pre-project for a Kven library service was established as a co-operation between the University Library of Troms 0 , the County libraries of Finnmark and Troms, and the Public Library of Nordreisa, Troms.
